I think at least some of time you will have a hand like 68s that you would call a bet with but probably not bet yourself he has to put you on a marginal 1 pair hand to make this play and he has to expect you to be scared of the over/straight possibility I'd expect him to have overs/some Ax hand he decided to turn into a bluff a lot I don’t think he would play a 7 or an 8 this way but he might play something like 9T/AdXd like this
